Promote 0.1.13 to the current stable Walter On-Prem release
Fix self-hosted turf bootstrap and download URL generation so Walter keeps the correct external origin, including internal-tls deployments published on non-default host ports
Harden remote turf file editing with version-aware reads, writes, and patch operations so Walter avoids overwriting files that changed after they were read
Operator notes
bin/walter-onprem upgrade now resolves to 0.1.13 for existing 0.1.x installs
No database migration step or bundle refresh is required for this release
If your internal-tls install is published on a non-default HTTPS port, keep WALTER_HTTPS_PORT set and use bin/walter-onprem upgrade --https-port <port> when refreshing the bundle so generated turf bootstrap commands keep the correct host:port
