Walter On-Prem 0.1.8

Highlights

• Promotes 0.1.8 to the current stable Walter On-Prem release
• Adds dual Compose support so operators can use either docker compose or standalone docker-compose
• Makes install output explicit about whether it resolved the latest release or kept an existing WALTER_IMAGE

Operator notes

• bin/walter-onprem upgrade now resolves to 0.1.8 for existing 0.1.x installs
• Hosts without the Compose plugin can now install successfully as long as standalone docker-compose is available
• Fresh installs print the exact image choice up front, which makes stale .env.deploy reuse visible immediately
